Is the flat shank on all bits?

The shank is round for the bits sized 1/16” to 1/8”. For bits sized 13/64” to 1/2”, they have the three flat shank.

Will these drill thru stainless?

YES. The DWA1181 DEWALT 21-pack black oxide twist drill bit set is ideal for general-purpose drilling materials like metal. It’s no secret that stainless steel is in fact a metal. I’ve used the 9/16” version (not included in this set, but exact same parabolic flute 31 degree helix design) to drill perfect holes in very hard 1/4” thick stainless steel. Use a drill press, not a hand held drill, go slow and use a good lubricant like Anchor. The bit cuts very smoothly and the resulting hole is smooth and shiny inside. Just my 2 cents.

Are these universal? Do they fit most drills?

Yes, the largest drill bit shank in the DWA1181 is a 1/2".
