One suggestion is that after applying your re-ink liquid, rubber band the lid tight and store it upsidedown. The Frugal Crafter has a youtube video on Glycerin 101; she uses it on herinkpads. She uses vegetable glycerin. Try watching her for hints on saving money.

If I use an embossing ink pad like this do I still need to use embossing powder?

If you want your image to have color, yes, you need to use embossing powder in your chosen color with it. Tamp the image stamp on the ink pad then press the stamp on the paper. Sprinkle the colored embossing powder on the image you just stamped on paper and immediately shake off excess powder. Heat the image from below until the image appears.
