Would you recommend to remove all the epoxy paint from the pool, sand it, clean the surface and then paint it or to paint on top of the old paint?

For best results, the surface should be clean. I used a power sprayer to chip off the old paint and then filled in any dimples. Sand to ensure smooth continuity. Remember, you will have people walking on this surface, plus you want it to last. Good luck!

Do i mix in sand with to the Primer or Paint for the steps?

Yes, as noted by In The Swim instructions to do so due to the smooth tile like finish.
