You have a power inlet, a buzzer inlet, & 4 sensor inlets.

Would painting these impact the sensor?

Most reviews that I read recommended not painting the sensors. If you were to try it, I would suggest a light coat applied by an aerosol paint, not the typical brush-on touch-up paint that tends to go on thick. The sensor's range is already pretty short - about 5 feet - so I would be concerned that painting would impact the already limited sensitivity.

Do they fit on a 2013 ram 1500 steel bumper ?

This fits any car or truck. As far as the steel bumper. If you can drill through it it will work. Not sure if the drill bit that comes with will go through but you can buy a steel bit at Harbor Freight if it doesn't. .
