A little confusing from the reviews. Is it 29 " 28" 22" carry on, not a carry on ?

Not ... a carry on, Great checked bag to get to your 50 lbs limit. Love mine had for 3 years been on 3 long world trips, & ready for next, made really well, great material, Great zippers, take a beating , 29”

Is the "one size" the one that's bigger than the carry-on or is the "large one" the bigger one? I have the layover bag but I want the next one up!

layover bag = carry on size suitable to fit in overhead compartment terminal bag = too large to fit in overhead, but easy to handle due to the large wheels. Easy to take on international travel (trains, bus, air). I have both, use the layover bag for travel <1 week and terminal bag for longer trips and they are super durable.
