What is the fully extended measurement from the wall mount plate to the front face of the vesa mount?

TV Mounting plate is 16" from wall when extended straight (as pictured) - 14" to the center of the plate when the plate is yawed 90deg left or right

can I mount to the wall horizontal so extends up and down instead of out and in?

Does this unit allow tilting of the monitor upward or downward?

Yes, there is a little nut that connects to the part that tilts that you just have to make sure is a TINY bit loose and it will tilt.
