Can you put these on your feet to keep them cool at night while you sleep?

Yes you can. Stick factor on forehead good, which is my main purpose, but for bottom of feet might want to wear socks, if going to be walking around. Top of feet would stick. Cooling sensation wears off quickly in my opinion, even after keeping them in fridge, but the light menthol/scent continues. I've even used them under my arms for muscle pain issues.

Would this keep you cool while exercising? Could you use them for that?

Works well after an exercise, cools down the skin, and reduces muscle pain! Clean the relative body part before using, dry the skin

Can you cut this to a smaller size if needed?

I don't think so. It is a gel filling which will run if you cut it.

Is this product safe?

I don't think so because it burned my kids forehead from the adhesive
