Will this be a good option for attaching PEZ dispensers to a plaster (pained) wall?

Yes it hold a PEZ container and you wouldn't have to use a lot to have it hold. I use the putty tab for my diamond art when picking up the jewels and placing them on the canvas I can use a very small amount which works all day before having to use more. Hope this helps.

Does it work on popcorn walls (textured walls) ?

my wall have texture and it works great on them.

The hold is very sturdy without causing damage. It adheres well to rough surfaces but also removes easily.
