Not sure what a dispense blocker is but there is a plastic insert with a small hole on the top of the bottle under the cap.

Hi. I've been wearing this (and the cologne) for over forty years and I do/have not detect(ed) any menthol notes. That's not to say they might not use a little in their ingredients, I'm just telling you I don't smell any. Hope this helps.
