Will this help from too much sweating that causes blisters will it prevent sweating?

This cream worked well for me when using for skin rashes from dryness...I don't use it to prevent sweating, as it is a moisturizer as well.

Will this work on extremely chapped hands due to constant exposure to water softeners?

Yes, I have used it for a year and I am in healthcare so water, water, water and soap all day long. It works lovely.
