Hartz is a Japanese manufacturer but I believe products are made in china. I no longer have the package so can’t tell for sure.

can I use this on a mini Aussie?

I do not see why not as a Mini Aussie haslong hair which this brush is designed for. My neighbor has a chihuahua, she has the same brush. Soft side for grooming, thewire prods she uses for scrathing it seems he prefres that to her fingers.
