Would the choker be too big for a 3 year old?

My 7 yr old wore it over a turtle neck so it would likely be a little big for a 3 yr old. It was nice quality though and does have velcro so you could consider adding another velcro strip to make it smaller.

What is the maximum circumference of the choker? Want to make sure it won't be too tight for my almost 6-year-old daughter to wear.

It should be fine. It's about a foot long and fit my average size girl just fine. I think it's meant for a 4-7 yr old. It made a nice addition for a halloween costume and got several more years of dress-up use out of it.
