Couch Skeletons has a rating of 9+, however, kids with basic addition and subtraction skills should be able to pick it up easily.

I can't figure out when you draw cards after the first time. Do you draw more cards at the beginning of each turn?

You are supposed to discard 1 card (if able) at the end of your turn, then draw up to 3. This ends your turn. Then the next player starts. In theory it shouldn't matter whether you draw at the end or the beginning of the turn as there is no interaction between players during someone else's turn.

How many cards are in each players' draw deck? How many of each number?

There are 36 cards in each player's deck. 4 of each number 1 through 9.
