Does the data sheet come in English?

Hahahaha....no.  It doesn't come with a data sheet at all.  That being said, a little research into the nature of the device(s) will yield suitable guesstimates.  These are low current, fairly low (280 - 350) volt tubes and they're SLOW, so don't expect to get good science out of them.  Wikipedia has a little bit of data on them, and a few trial runs with cheap isolation type electronics can give you some solid state circuitry, but they're really designed for the vacuum tube era and mate perfectly with old triodes.  Don't try juicing it up, look at the operating curve for the reason why.  Good luck to you, they're interesting tech toys.  You DO need a really clean DC supply and adequate shielding for the counter, otherwise you'll be swamped with noise.

Question 2

If the tube is sensitive to gamma radiation, will it also work for X-rays as well?

Yes, the tube will detect x-rays, however there are no specifications for x-ray sensitivity so performance is not guaranteed. I will say that other customers are using it to detect x-rays and have been satisfied by the performance.

Question 3

How do you properly pack/store this device in your luggage? Will anything happen to it if it passes through an X-ray machine?

This should not be a problem. The biggest risk is shock or crush damage. Make sure to protect the tube from being accidentally dented or crushed, as the tubes are very fragile! I recommend a sturdy box or plastic enclosure to protect the tube, and sufficient bubble wrap to keep the tube from rattling around inside the box.
As an aside, these tubes can be used to detect x-rays, but I do not recommend attempting to this in an airport security line.

Question 4

Is this device tsa approved? i am planning on traveling to ecuador but i am concerned if the tsa will not allow me to take this on a plane.

I'm not aware of a TSA regulation that specifically pertains to Geiger counter tubes.
