We recommend using a needle nose pliers or snips to remove the plastic seal, store in container with lid on until needed.

I'm sure it will stick to the painted surface.

I am not sure about this so so would check the manufacturer’s website. Their customer service was also very knowledgeable. I believe this is a masonry sealer so I doubt it is for asphalt but be sure to check.

Can i use this over epoxy and decor chips?

Not sure but I used it on my colored stamped concrete
