Is this a good coat for harsh, northern midwest winters?

This coat is not long enough for cold mid western winters... But a good coat to go from the car to the store and back.

Is this coat rain resistant?

Rain resistant yes, the wool is thick enough. Water proof it is not. Was out in 2022’s early arctic blast with freezing rain and was perfectly happy. I wouldn’t expect it to stay dry in a deluge.

Does this coat come with the inside zipper thing

Not sure what you are referring to but besides the buttons, the coat has an inner sewn in layer with a zipper giving the coat a dresser layered look and added warmth. Gives the appearance of an overcoat with a layer underneath.
