how tight do these seal? Would they spill open if knocked over? Could they be shipped without spilling (if packed securely)?

Top is screw in! You can get it really tight. Yes I shipped 3 to my siblings and no problems.

Is this urn TSA approved?

To go through TSA you have to have the remains sealed in a bag inside a larger Urn. The mortuary also has to tag them with the name a serial number I believe and it says human remains. These are small keepsake urns.
