Hello, this primer can be applied to laminate furniture. We recommend to thoroughly clean and lightly sand the surfaces before applying Prime All Primer.

It should work. But I use INSL-X SXA11009A-04 Stix Acrylic Waterborne Bonding Primer.

Can I use this on ceramic tile backsplash before painting?

You can. Is this for your floor or backsplash. I would put a sealer over your final coat. Let each coat dry very, very well before you put on the next coat. Make sure you have a window open or have a fan going.

can this product be used as a swimming pool primer ?

Since I don't have a swimming pool, I have no idea if this product can be used to primer a pool. I would suggest that you contact a pool company to ask them.
