I have a 2 axis engraver. Can I use this control board and just not connect the Z axis?

Yes, I use this board on my small laser and only use x and y.

What is the power output for laser is it 12 or 24 volt?

You can see in the description's picture a red three pin connector labeled 'LASER'. It says 12V PWN GND next to it.

how do I modify the programming? Do I need a programmer for this?

You need a text editor on your computer. Write, edit and save your code as a text file. YouTube has lots of info.
