Are these dark blue or the light blue pens?

The blue pens have a normal shade of dark blue ink as used by most company pens.

Liquid, meaning not gel? Does it contain water or alcohol?

I have never heard of pens containing water or alcohol, but these are not "felt" tip pens. They are regular ink pens in colors of blue, black and even red (which are not shown here). I like them because I tend to have a very light touch when I write and these pens with an extra fine point are lightweight and easy to use especially for long periods of time. Even my small writing is more precise and readable when using these pens with ink that rarely blotches and lasts a long time too.

Does the ink smear later or is it permanent?

Hi, I tested it on two common papers. One is the cash register receipts from stores/restaurants that have a coated surface, and one was just plain paper stock, like on envelopes and writing paper. Neither smeared as soon as the ink had dried ( seconds). The register receipt paper smeared slightly with application of water drop. The note paper did not smear with application of water drop. Hope this helps.
