Are the bristles on brush firm but "soft"? I need to use this on a vinyl pool.

Yes, they are firm, but the tips are soft. Would be fine for vinyl.

Is there one brush I could use on the toons , exterior panels and inside like the flooring and stuff , so I don’t have to carry around 2 brushes

i would recommend the Blue (medium) bristle bush for this all around application.

Is this brush good to use on my rubber roof on my camper?
