Are these lights plug and play or do I have to splice them in

All normal factory functions are plug and play but there is some splicing required for the switchback feature.

Does this item come with left and right headlight set?

Yes that is correct both driver and passenger side. We only sell our lights in sets.

Can I replace with ultra bright h7 halogen bulbs and would they better than the Anzo stock? Not looking for led

Yes. But I highly suggest putting them (brighter H7s, HID, or LEDs) in at time of install..it is not a simple task to take these assemblies on and off
