Would this work on human feet?

How? I mean are you asking about dismembering a corpse? or torture? This is for wood working. It is a rasp made with multiple saw blades. Probably not a good idea to use on human feet.

Be good for handle making?

The Shinto Saw Rasp is perfect for shaping handles. I made one of three for my bowl carving adzes. Also great for shaping spoons, etc.

What is the handle made of?

It is a plastic handle. This tool is A-1 from my experience. Very well built and works great.
