Can I fill them up with helium?

You can, I had them filled but they did not hold the helium for long since the seams were not sealed well and they deflated

How do you blow these up???

With a helium tank. But if not mistaken it also comes with a paper straw/ stick and you could blow them up. I just added the helium because I had other balloons to blow up. Hopefully that helps.
