Does it block outside view day and night?

It does during the day but at night it does not if you have lights on inside. We put this on our bathroom windows and went outside to look at dusk and I could see my husband very clearly take his shirt off (as a test) while standing a couple feet away from the window. It only makes things look blurry at night, you can 100% still see what’s going on.
