What is the inclusive angle of this sharpener? The edge of my knife has a 30 degree inclusive angle 15 degrees on each side.

The Stage 1 (coarse sharpening-carbide blades) sets at 40 degrees total or 20 degrees per side. The Stage 2 (fine honing-ceramic blades) sets at 50 degrees total or 25 degrees per side. This item can sharpen your knife of 30 degrees total. There are no instructions on how to use the fire starter...I've never used one before and am clueless...how do I find and use the fire starter tool?

The instructions are very few, so the paper they are on is very small.
The instructions ARE in the package, and describe how to make sparks.  One needs to further understand how to make fire with sparks.  Not difficult at all, but it does need to be understood.  Look on YouTube for videos of making fire with a ferro rod. (Ferro is abbrveiation for ferrocerium.)   Easy peasy.
For the question.
YOU DO NOT USE THE DIAMOND ROD.
You DO use the CARBIDE to quickly scrape the rod for a shower of sparks.  As another answer stated, normally one removes the black paint coating on the rod first and then use the back of a knife to make sparks.  In this case, since the carbide is so sharp, you can just plain use the carbide to 'scrape the paint off.' as you make sparks for the first time.
Also, reading between the lines:  If the rod is protected from heavy oxidation with paint, it needs to be repainted for long-term storage.  At the least put some fish oil from your frying pan on it to coat it and prevent oxidation.

Can it sharpen a big knife?

Yes from large to small I have had no problems...  Works best if used regularly & not wait til it rounded edge dull...  Just a few swipes every week or two will keep the blade sharp...  Remember do not over sharpen, a wire edge is super sharp but dulls very quickly, just keep sharpened to required cutting satisfaction....
