Does it reduce puffiness under the eyes?

Helped with the dark circles but unfortunately not the puffiness. I'm only 27 with a fairly good diet and drink plenty of water and wanted it to work but didn't do what I wanted

Is it normal that my jar has about 1/4 of an inch of space that is empty from the top and also no seal?

Mine was packaged. I can’t remember if sealed, but the product wasn’t filled to the top. I don’t know about a 1/4. It has been a while since I purchased. But, I knew mine was new. If you are questioning then maybe contact seller.

Is this supposed to have any sort of protective seal or anything to prevent tampering?

The eye cream came in its original packaging, which could be opened if someone chose to tamper with the product in the jar. The jar did not have a protective seal. The package I received did not appear to have been opened previously.
