Is there a reason why the keyboard (Vulcan 121) with the palm rest costs more than the keyboard without the palm rest?

does not appear water resistant; in fact i'm getting a sticking/repeating key after about 6 months of use from whatever crumbs or bits of container condensation have fallen in there; nice-looking board tho

Can it be set to a single color light if you want to switch it?.

If you mean "can I set all the keys to just one color", the answer is yes. And you can control how bright the color is and whether it is animated or simply ON (as I use it, animated colors don't do much for me, LOL).
