Is this an standard size lenth or do I need 2 to balance?

It is the same size as a 10" straight. You could use two 5" straight to balance it or another 10" straight.

The wire is to get power (12 volts ) to the train rails. Rest is to make sure the cars are alined on the track..

What is the purpose of this rerailer and wire?

The rerailer places the car wheels back onto the track as it passes if the car has derailed. The wire connects the track to the transfomer/controller.
