Can this be attached to a vesa arm rather than a desk?

No. Unless you first attach a screw to the arm. The clamp base is screwed into the pole/arm. The fittings are all part of the Elgato system, and the only common aspect is the 3/8 trip screw at the top.

What weight of camera can this support? (i have ptz cameras at 1.5kg (approx)).

The max load is 2Kg so yes it should be able to take your PTZ camera.
