does this pva need to be put on both surfaces before placing them together

This is typical of the PVA I have used for years. It is a good quality glue that can be thinned with water if required. I only coat one surface but it will depend on what you wish to use it for. Anything which is lightweight, such as paper or card, should stick without any problem, otherwise place a weight on the material until the PVA dries. I usually allow PVA to dry overnight.

Can it be used for diamond art for using up left over drilld to decorate glass ?

Hi I use it for paper and card in my scrapbooking. I have used it for small plastic and wooden embellishments but found it doesn't hold them.

Can you use it to bind pages when making a note book

If you mean use on a book spine, depends what GSM paper and quantity you're binding. Lighter, fewer probs ok though I would still use stitching/ brads etc If you mean end papers then it's fine but use heavier paper and smooth out slowly to avoid wrinkles
