This says 4' section. Pack of 4, is that meaning there are four 4' sections in this purchase?

That is what I saw in the description when I purchased. I only got 1 and no spikes came with it. Not clearly described or as advertised. It said it covered 16' with the 4 sections.

It's a very hard plastic. Very good quality, and they really look like cobblestone. They bend easily for curves

Can these blocks make a sharp 90 degree turn?

It’s possible but we didn’t have a need for a corner install. Sorry I couldn’t be more help.

Can these be stacked? I want to make it a little higher.

Well, I guess you could, but I don't think they will sit nicely one on top of the other because the top is not flat, it's all bumpy and uneven. I wouldn't do it if I were you.
