how much torque in ft lbs?

Keep in mind this is a very short and thin ratchet wrench not meant for high torque situations. I’d hesitate exceeding about 15-20 ft lbs with the ratchet end just by way of guessing. The tool that I received with the same item number is only about 3 inches in length. So if you need more torque than that, you’re gonna need a bigger wrench anyway.

Does the non-ratcheting end have a way to retain the bit? A spring or something?

No I does not have a spring. But the bit is tight in the ratchet. Never had problem with that.

Will this fit leatherman bits?

Leatherman uses narrow bits, not the standard size. They might fit but In know if they bit will be retained in the ratchet.

What's the outer diameter of the head?

Ratchet head is 14.2 mm in diameter. Fixed head is 12.2 mm in diameter.
