It’s a harmonic balancer!
The fit was good and appears to be working just fine on the 1999 3.8 Mustang. Timing marks are ambiguous at best if you ever need to find TDC so if your factory one you’re replacing has it clearly marked make sure to mark it in the new one.

Works great
1st and foremost comparing the OEM pully to the new pulley. The new pulley is slightly smaller in diameter, very slight maybe 1/8-1/4" smaller. The ring gear in the back is a different style than the OE aluminum ring. That said everything installed and works perfectly fine. For the 3.8 Mustang, was getting a rough vibration at start up and through all low rpms. Was almost like a Misfire but heavy vibration. All motor/trans mount was replaced few months prior. No exhaust hitting frame etc. Inspected pulley from under and looked behind with mirror. Notice very slight cracks in rubber ring around the dampener. Again side by side comparison with old pulley off, Comparing counter weight between the 2 the old oe one shifted about 1/4". New weight seemed a little smaller than OE. Installed and all vibration went away. Wish it was a bit cheaper for a OE style part or a performance aftermarket was available instead. But fixed my issue. Make sure you go through the basics before assuming its the harmonic balancer.

Great buy.
It's a well-made replacement that actually is lighter/slightly smaller and exceeds the OEM design. It runs smoother with fewer vibrations than the OEM part did.
