Is it supposed to cause a white film on the surface of the water? Not the bubbles but my turtles whole pond surface is white now?

I think it is no issue. If your pond has a waterfall or something of that force from a pump that moves the water a lot it might agitate the product to have super tiny white bubbles that looks like a film. It might have to do with the temp since you are outside. Just a guess.

Yes you can use them together at the same time. Add some after every water change or partial water change (depending on your size tank)
