does it fold or come apart easy

I don’t think it comes apart. It compacts, slides, down into itself.

Could this be used to take hanging flower baskets up and down for watering?

I would think it could work if they were not very heavy. It works great for clothes in a tall closet, but have not used it on plants. It's more expensive, but a drip system would be more convenient for plants!
