What size are the actual pills? Dime size, quarter size?

Much smaller than a dime: about 1/4" diameter by 1/16" thick. Looks about the size of a baby aspirin to me.

I opened the bottle to find a thick layer of powder inside, is this normal? All of the tablets are still intact.

I called the Nature Made and they sad due to the pills being non-coated, during shipping they might shed a bit of the outer layer. But dosing/efficacy should not be impacted. I see a flaw in pill design, the top and bottom edges have a bit of an extra "lip" which I can see sometimes chips off a bit, adding to the residue/powder inside the bottle.

The 3mg dose gives great sleep but bad dreams! If I cut it in half (take 1.5mg instead), would it still help me sleep while stopping the wild dreams?

Perhaps whatever is causing you to lose sleep is what's manifesting itself as bad dreams, nightmares, and such. I recommend you not watch any computer screens before going to bed and turning off all Wi-Fi. Schedule a 30-minute wind-down time right before bed and listen to some of that new age relaxation music. You can download a 3-hour piece over YouTube. Works well for me. During the half-hour, also use some mild self-hypnosis therapy. You can eventually use it to control my dreams. I don't think reducing it will help.
