You will need a small frame (15" or lower) bike. Some 700C bikes come in that small frame but would require some research. Probably you can ride this bike, but for safety reasons better to look for a small frame bike. The critical aspect is the top tube height. You should be able to straddle the bike without your crotch hitting the top tube.
