I never got this to work as there are no set up with this item or online

Does this work without wifi, e.g. when sitting in a plane spotting car park.

Yes. Provided you have an up to date database when connected to wifi you should see everything. If not you will see the hex code at least.

Anybody used this with an Android tablet?

I think it's only linux on pi and windows on PC sorry.
