Will this protect pipes from freezing?

My pipes didn't freeze in recent cold snap. One section froze a couple years ago when it snowed and it drifted covering low section. Easily resolved with warm water and no further issue

I have some hot water pipes that run from our combi-boiler up and along our kitchen loft. Can I use this to insulate them?

I see no reason why not, as long as the inside diameter fits your pipes.

Can you tell me what size i need my outside pipe measures 12cm diameter and 160cm lengh

Are these pipe dimensions incorrect? Most copper water pipes are 15mm or 22mm diameter.
