Is this USB Display Adapter compatible while using another manufacturer's USB Display Adapter device on a single system?

Didnt work for me - I had previously purchased a StarTech VGA to USB adapter, note it didnt say anything about "DisplayLink" certified - used it for several months then work got me this same adapter - it stated during driver install that it was not compatible and one driver or the other had to be uninstalled - I tried to skip the uninstall but after that windows 7 would blue screen several times after reboot until I was forced to manually install the old driver myself. I didnt explore any work/hack arounds. However, it does work with multiple adapters of the same make or model - or maybe they just need to support DisplayLink

How is the lag on this device? can it smoothly play video?

No lag issues here. It does a few weird graphical things but video works perfect.

Does this product work on ubuntu 16?

Works out of the box with on Ubuntu 17.10 with the latest Display Link driver (from the Display Link website) installed. Installed the driver without fanfare per the website instructions. Plugged in the device after receiving it 2 days later and fired right up. Crisp clean video no lag.
