No- I took to my car dealer and they took care of programming it for a fee.

Does this come with metal battery retaining clip?

This is a complete and actual fob with battery and electronic inside.

Are these remotes GM Certified?

When I asked about getting them programmed, the dealership told me they could, but here in Texas it would cost $50.00. It worked fine when I had it programmed, but I never asked about it being GM qualified. Hope this helps.

How do you program it to a vehicle? Or do have to take it to a locksmith?

Take it to your cars dealer( I did it when I had an oil change done). They have to program it to your car. It cost $15- $30 total cost.
